BP will plead guilty to manslaughter charges stemming from the 2010 Deepwater Horizon explosion and oil spill in the Gulf of Mexico, and agreed to pay $4.5 billion in government penalties, Attorney General Eric Holder announced Thursday.
Separate from the corporate manslaughter charges, a federal grand jury returned an indictment charging the two highest-ranking BP supervisors on board the Deepwater Horizon
on the day of the explosion with 23 criminal counts.
The two men were charged with seaman's manslaughter and involuntary manslaughter for each of the 11 men killed in the blast, as well as a criminal violation of the clean water act.
The company also will plead guilty to a felony count of obstruction of Congress, a misdemeanor count under the Clean Water Act and a misdemeanor count under the Migratory Bird Treaty.
"All of us at BP deeply regret the tragic loss of life caused by the Deepwater Horizon accident as well as the impact of the spill on the Gulf coast region," Bob Dudley, chief executive of BP (BP), said in a statement.
"We apologize for our role in the accident, and as today's resolution with the U.S. government further reflects, we have accepted responsibility for our actions," Dudley added.
The fine comes on top of $20 billion that the company has agreed to pay into a trust fund to
meet damage claims from the millions of gallons of oil spilled into the Gulf. It said it expects to
pay a final $860 million into that fund this quarter.
BP reported a $17.2 billion loss in the quarter when the explosion took place. But it has been
profitable since then, booking total profits of $43 billion over the course of the subsequent nine quarters.
It will not be able to use the fines to reduce the amount of taxes it owes, Holder said.

악의 원유 유출 사건을 일으킨 영국 석유업체 브리티시페트롤리엄(BP)이 사상 최대인 45억 달러(약 4조8920억 원)의 벌금을 물게 됐다.
외신들에 따르면 에릭 홀더 미 법무장관은 기자회견을 통해 “BP가 지난 2010년 발생한 멕시코만 원유 유출 사고로 기소된 형사 소송과 관련, 미 당국과 45억 달러의 징벌금을 물기로 합의했다”고 밝혔다.
BP는 징벌금 45억 달러를 향후 6년에 걸쳐 지불할 예정이다.
이 중에는 야생보호단체와 과학단체 등에 대한 지급금도 포함돼 있다.
더들리 BP 최고경영자(CEO)는 “BP는 당시 사고로 인한 사망자와 원유 유출에 대해 깊은 유감의 뜻을 전한다”면서 “오늘 미국 정부와 논의한 결과 우리가 모든 책임을 받아들이기로 했다”고 말했다.
지난 2010년 4월 멕시코만 마콘도 유정에 설치한 BP의 시추선 ‘디프워터호라이즌’이 폭발하는 사고가 발생해 11명이 사망하고, 3개월 동안 400만 배럴이 넘는 원유가 바다에 유출돼 심각한 해양환경 오염 피해가 발생했다. 이는 미국 역사상 최악의 원유유출 사고로 기록됐다.
BP는 이번 합의가 개별적인 피해자들에 대한 소송과는 관련이 없다고 밝혔다. BP는 사고 이후 피해보상 기금 마련을 위해 자산 매각 작업을 진행해 왔다. 또한 주정부 차원의 추가 소송과 미국 기업들의 민사소송에 대한 판결이 예정돼 있기 때문에 BP가 부담해야 할 비용은 계속 불어날 것으로 추정된다.
